Why can't I just use an official API?

There isn't one. The VOA does not publish a programmatic submission endpoint.

The VOA's online challenge tool (gov.uk/challenge-council-tax-band) is the only sanctioned digital path, and it has no API for third parties to submit on your behalf. We could try to drive it via a headless browser, but doing so violates the VOA's terms of use and risks the case being rejected. The PDF + email approach we use is fully compliant: the VOA has accepted email submissions to [email protected] for years, and you remain the legal proposer at every step.
